Seen a lot of back and forth over this. Did the math real fast using the formula
Amount Healed:
Restorative Flame = (541+1.2SP [Spellpower coeffecient])*1.08 [Benediction + Enflamed Rejuvanation] + .6SP [Ancestral Flame]
Healing Invocation = ((601+ 1.38SP)*1.08)*(1+.1X)) Where X = average number of Lasting Invocating ticks per cast
So if you set them equal to each other, you find the following.
If you have neither Ancestral Flames (AF), Lasting Invocation (LI) or Intense Flames (IF: +5% to Restorative Flame):
HI is always better then RF
If you have no LI or AF, but do have IF:
HI is always better then RF
If you have no LI, but do have IF and AF:
RF is better then HI at around 80ish SP or just about all the time (fairly obvious)
Now is where it gets tricky because the amount of LI ticks makes a big difference. Also consider that LI ticks dont start until 2 seconds after HI lands, continuing every 2 seconds for a total of 4 ticks, unless another HI lands which will reset the timer. This means that if you are spam casting HI, only 1 tick of LI will land in between casts unless you wait a full second between HI's. It also means that unless you delay your cast slightly, if you crit and serendipity casts, you wont get any LI ticks between casts, which if you have a very high crit % or have Fiery Blessing active, could mean that you go several casts of HI without any LI ticks at all. It also means that high crit % push the bar closer to RF in a spamming situation because though you will have larger LI ticks after a crit, most of the time those crits will never even have a chance to land before a hasted non-crit HI overwrites them.
On to the math:
Assume # of ticks equals the average number of ticks per cast allowed to hit. I put the point where the two become equal, but also included the point where you will see a noticeable difference as that is often much higher then the initial intersect point.
1 tick:
With AF and IF (+5% to RF): RF will become better then HI @ 324 | You will see a difference of 5% @ 589| 10% @ 1140|
With just AF (Shield): RF > HI @ 505 SP | 5% at 947 SP | 10% @ 2171 SP)
1.5 ticks:
With AF and IF: RF > HI @ 558 | 5% @ 1103 | 10% at 2969 |
With just AF: RF > HI @ 890 | 5% @ 2070 | 10% @ 22k (lol) |
2 ticks:
AF and IF: Rf > HI @ 1000 | 2% @ 1390 |
With just AF: RF > HI @ 1810 | 2% @ 2929 |
Conclusions:
In a spamming situation where only 1 LI tick on average is allowed to land, if you have both LI and AF then Restorative Flame will be about 5% better at around the T2 gear level meaning you can drop LI (and probably HI) altogether in those situations such as in raid-tank healing build (assuming a theoretical fight that allows you to sit and spam for large periods. Parsing your average ticks per HI will give you a better idea of which is better.) If you have AF and IF then you will see just under 10% more healing for going RF at around 1k SP (if only 1 tick is allowed to hit)
However, as soon as you jump up to even an average of 1.5 ticks, HI comes close enough to RF even with the extra 5 talent points in IF that it becomes very hard to justify speccing into or using RF.
